Are there any concerns regarding Forward/Backward compatibility with those using older versions of MR2 and ORD/MS13?
Select Series and CONNECT edition files are not compatible concerning Civil data at all. Try to open a civil file from one platform with the other and you will get a warning about non-Compatible data types and maybe able to open the file in readonly mode. (with no civil intelligence).
Thanks for the reply Mike. My concern is regarding versions of Connect edition. Matt Sexton did reply in email stating "There has been a schema change in the Bentley software that causes the DGN files to not be backwards compatible with the 10.07 version of the software". I was also concern about forward compatibility, if 10.07 files compatible in 10.08.

As noted, there's a schema change between the versions so the civil data will need to be upgraded. When you attempt to open a 10.07 file with the 10.08 version, you'll be prompted with this. We've updated a few of our projects and haven't run into any issues yet. I do appreciate that a backup is being automatically made, should you need to go back for some reason.
