I've been working in ORD and I hadn't had this problem until recently and I'm not entirely sure what is causing the problem.
I have the configuration variable to retain civil survey on copy set to a value of "1," however, when I merge/copy data into a file I lose the field book or civil data and I'm left with just plain DGN graphics. This is a real problem because all of the data I'm merging has been processed and I lose all of that work,
Any ideas?

What version of ORD are you running? The screen can lists our certified versions, you can find the version number of installed applications in Workspace Doctor by selecting the "..." button to the left of the RUN button.

For anyone else having issues, at some point the config variable has changed in ORD. See response from Bentley below:
Actually after taking a closer look at your description I notices you are using the variable as
CIVIL_SURVEY_RETAIN_SURVEY_ON_COPY
Please change this to
CIVIL_SURVEY_RETAIN_SURVEY_DATA_ON_COPY
That should solve your issue.
They changed the variable a while back and forgot to update the documentation.
