When I place labels using the place note with leader tool and using the text favorites the leader line is rotating based on the unrotated view.
I have looked into the other Bentley Communities and found many people having the same issue but no solutions other than this is just the way it is now.
Anyone encountered this and found a way to have the leader line be inline with the text rather than true north?

Unfortunately, you are correct that this is a known issue. FDOT has reported it to Bentley as well.

Matt, I believe this was a Bentley quirk that requires a "trick" of sorts. The post linked below shows a statement by Martin Young saying
"When you create the sheet view ORD automatically creates the drawing model which is referenced into the sheet.
So, when you place the labels in the drawing model they are orientated as you want in the sheet view.
The trick is placing your labels in the drawing view and not the model view or the sheet view"
The forum post mentions several concerns from the community. With all that said, the final post on July 30, 2021 by Steven, mentions 10.10.01.03 may resolve many of these concerns.

Right. I am doing this and it still orients the in-line leader to the unrotated view.
