Can anyone tell me what these things are and how to delete them? When I hover over the down arrow, some sort of border appears and a label appears with "Plan Callout and the name of the corresponding plan sheet .dgn, e.g., PL01, PL 02, etc. These are text files with plan sheets referenced into them.

These are Named Boundary or Detail markers. They can be slid out of the way by using the selection tool and dragging them where desired (it won't move the clip boundary itself). Or you can place on NonPlottingEle_dp
