A user inquires:
"I recently installed FDOT2010 for Microstation V8i and discovered that when I insert a drainage cell (say a ditch bottom inlet), it will not let me modify the cell in any way (rotate, move, delete, etc). What am I missing?"
This was caused by a mistakenly locked level in the FDOT_V8_LEVELS.DGNLIB.
The instructions to correct this on an FDOT Workstation installation are below. If you have a Server installation of FDOT2010, you will have to perform the same steps on the server, but be sure that everyone is outside of Microstation before doing so.
Close FDOT2010 Microstation.
Open Microstation in the “Untitled” workspace by selecting the regular Microstation icon from your Start menu.
Navigate to C:\FDOT2010\RESOURCES\DGNLIB and open the file “FDOT_V8_LEVELS.DGNLIB”
Open Level Manager.
Locate the level “GPKDrBack_DP,” Right-click on that level and select “Properties.”
Uncheck the “Lock” box. Perform a “FILE > Save Settings” and close Microstation.
Launch FDOT2010 and check your file. The error should be resolved.
This will be fixed in the next release of FDOT2010.

The fix for this issue has been addressed in the recent FDOT2010 MR3 release. You can download this maintenance release from the ECSO website:
