Crash when Opening a file after install

I have installed the appropriate software in the order as specified, installed the FDOT2010 client.  I can launch MicroStation from the FDOT2010 icon and opens to the MicroStation Manager.  When I select the file to open into,MicroStation hangs for about 30-45 seconds then an error appears.

I have reinstalled all software and multiple times with the same results.  MicroStation will open outside the Fdot environment.
