All levels are on, but I can't see the color fill?
Is it off globally? Change that drop down from View Display to Global Display.

You may want to double check that within your Program Settings (wrench icon) your Display Options are set to Color. This will override level control as long as GuidSIGN is loaded, to my knowledge.

If the Fill View Attribute is turned off, turn it back on and see if that will work. I agree with Eddie about the Program Settings, however, it looks like all of the levels are displayed in the image. If this is the case, perhaps fill is turned off...
