I am getting an error when I go to create a .pset from Shet Navigator. The error message is: "No print definitions created".

Why am I getting this?

Is there any white space or special characters, especially parenthesis '()' in the path to the files or project directory. More specifically, directories prior to the project root?

No, I have FDOT Server installed on my network using my desktop and FDOT Server installed on my C: drive using my laptop. It works fine on my desktop but does not work on my laptop. This is where I am getting the message.
