I'm using a county map downloaded from the FDOT website, using the name as it downloaded (co-pasco.dgn). QC Inspector returns an Invalid filename message. Has the file naming convention for County Maps changed?

Yes I am.
We don't use the DGN files for Key sheets any longer, we use the PDF files. There is an instructional video on this process on line. I will look it up for you and post it here.

Thank you Bob. I was going to use the pdf but the project crosses county lines and I couldn't see how to show both counties with the pdf (shapes blocked the other county). If we are not using dgns anymore, I'll try to figure out how to make the pdf work in this case.
What is your second county?
I showed an example from another project. The project with two counties is Union and Bradford. Besides having overlapping shapes, they also do not come in lined up. Another reason I went with the dgn is my last submittal was rejected for having pdf files in my Cadd Zip. It was a pdf of a Geopak alignment which I thought was okay. Since then I make sure there are no pdf files in the Cadd zip.
your Key sheet will pass compliance using a PDF. What is your other Count, Pasco and?
Sorry - mentioned in previous reply - Union and Bradford are the counties. Pasco was from another project which I was in when I created the example.
I went and spoke to the GIS group downstairs. Can you get me in the neighborhood of the project and I can get you a PDF.
Does this map help? It is a trail that runs near SR 100 from Palatka to Lake Butler. I attached both pdfs and clipped. Had to clip along New River. GIS group could probably put this together better than I can. Thanks!!
