The FDOT_SpreadTab_format.drf and FDOT_StormTab_Format.drf files have errors in them. This has been fixed in FDOTSS2. This error will cause the debugger to come up to the folling point in the code.
Once you download these files replace the ones in your FDOT2010\VBA directory and things should work fine from there.
