I can never get the Civil Accudraw to come up properly, the Civil toggle bar never appears so I can never activate the Station-Offset tools. Is it something with the OhDOT workspace? If I open a file with no WorkSpace, the Civil toggle toolbar appears just fine!

This keyin seems to solve the issue:
accudraw activate;civilcoord toggle
its working for me. i was going to suggest resetting your user preferences
I've noticed this happening sporadically but not consistently. Can't see to pin down the exact scenario in which it happens. Usually, I can just close the tool and reopen and it functions properly. Sometimes when it is docked it won't expand correctly either.
I've found that changing models into a different "space" (into a profile or 3D model) and coming back seems to help. When it is being particularly finicky, if you go in and add a new favorite in the settings and come back I think that has always gotten it to expand for me.
