Has TxDOT considered ProjectWise Deliverables Management for electronic submittals?

In working with various Districts, I understand that electronic submittals are received and then stored in ProjectWise.  In discussions with a PM from one of the metro Districts, it appears that there isn't necessarily a standardized format for how these submittal directories are created and organized.  Furthermore, there are still some difficulties that exist related to methods of data transfer. 

For instance, while TxDOT seems to have standardized on Box.com as a cloud-hosted repository for external data transfer to and from consultants, there have been some issues for various consultants in gaining access to these repositories--often due to organizational security concerns.  Likewise, TxDOT has blocked by default all non-approved methods of data transfer including those previously maintained and used by organizations doing business with TxDOT.

Use of Deliverables Management with standardized structure and forms would not only create value through efficiency, but also provide for a secure and uniform data transfer method supported by a vendor we all do business with and have approved and secure data connections to.
