What does the +sign mean on a browser tab. I'm using Chrome.

The plus sign in the browser tab shows when you have Bentley Communities open in more than one tab, and there are notifications not related only to the tab in question.
With only a single tab, a number will be shown, representing all notifications throughout the site. When you have multiple tabs open, the number seen in the tab represents the number of ""local"" unread items (unread conversation items when viewing the conversation UI, unread stories+related comments when viewing an activity stream, unread comments/thread-replies when viewing comments or a forum thread). This helps direct members who are participating in multiple live interactions to the appropriate tab/window. If there are notifications that are appearing in multiple tabs, the "+" is shown.

Thanks but note I don't get numbers in the tabs with multiple tabs open! See the original screenshot. At this point I have 46no. notifications.
If you have multiple tabs open and the tab indicates a "+", then those 46 notifications are ones that are related to all of those tabs. Meaning, they are not new to that tab. If a conversation starts in one tab and you get an update there, the tab should update to indicate the number of new notifications in that particular tab.
Ok, but note that I don't see the number in the tab as you are suggesting.
The number should only show if you have a new conversations in that particular tab. For example if you have a wiki article open in one tab and a forum thread in a second tab, if a user replies to the thread in the second tab, my understanding is that the second tab would then indicate a "1". Further testing would be required for more specifics, but this should be the general idea.
