Members are able to edit their own ideas now, but only if they do not have any votes. In your example case, there are two votes on that idea, so the idea is essentially closed for edits. The rationale is that one could make a large change to the edit with an edit, and existing votes may no longer apply.
Regarding editing of comments - the comments box is unified across the site and generally speaking, any comment cannot be edited by the original author at this time. We are looking into whether this can be changed. Stay tuned.

Thanks for the change. I'll look into it when some idea comes. Regarding the edit of the original idea may change the opinion of the voters is understandable.
