Hi Stuart, that is the moderation queue, for approving/denying potential abusive posts. The appearance of that black icon can depended on the community that you are looking at, for example if you are a member of a particular community which enables certain permissions. Which Community were you looking at when you saw this?

It appears on every Forum page I try, as well as my Home page.

So how do I used this?

Sorry for the delay. You should not be seeing this, and I cannot determine why you are seeing it. I will need to escalate this and get back to you. Apologies for the confusion. In the meantime, please disregard.

After a deeper investigation, it was found that you are seeing the option to view the moderation queue, because you are set as an author of this blog:

https://communities.bentley.com/other/old_site_member_blogs/peer_blogs/b/stuartws_blog

So, the option you see is for moderating potential spam comments within your blog. This is currently working as designed, and has been set up this way for quite a while. 

These "peer blogs" were set up long ago for new members, but are not created anymore so it would not effect all members (just ones who have been around for a long time).
