Tempalte Libraries for Power InRoads SS4

I have Power InRoads SS4 and am unable to load the .itl file in the project file open dialog. I don't see the .itl extension in teh file type options despite the fact that I have set up the projects defaults to include the folder containing the .itl files.Online help indicated that the template file will not be available until the create template Library is initated.

Could someone please let me know what I am missing becasue I can't find any command that will allow me to start the process.

Drawing Composition Task Menu in Power InRoads V8i ss4

I am running Power InRoads V8i SS4 but can't seem to find the Drawing Composition Task Menu. It does not seem to matter what User, Project, or Interface I start with this Task down not appear in the Task Menus. I have tried the default Interface, Bentley-Civil Interface but no Drawing Composition Task Menu. Accessing the Help Menu brings MicroStation V8i (SELECTseries 3) Help. Is this a configuration issue or a version issue. Any assistance with this will be greatly appreciated.
