I have 2-#5 bars currently for all spans and for every other span, this is adequate and meets all code and design criteria. This error does not go away even if I add bottom bars to this span. The Design Warning message also does not even give a code section reference.

Is there a workaround for this, or is this something that should be able to be ignored?
