Since 1998, Bill has been an engineer, designer, and, was the lead engineer in Stormwater Project Coordination at the City of Tulsa. During his tenure at the city, he was responsible for the design, review, and construction of numerous drainage projects. Bill was the chief hydrologist for the City, project manager for Tulsa’s FEMA grant application programs, FEMA Cooperating Technical Partner (CTP) Program, the Hazard Mitigation Program and was the City’s CRS coordinator. He was responsible for coordination and prioritization of the City’s stormwater capital improvement projects and oversight of the City’s floodplain mapping. He was also project manager over the development of a Low Impact Development Manual and the update to the Stormwater Design Criteria Manual.
As manager of the Cooperating Technical Partner Program Bill oversaw the CTP projects for the East Tulsa Basins in the Lower Verdigris HUC-12, Joe Creek and Red Fork Creek. He was the project manager over the locally funded restudy and Master Drainage Plan updates for Bell Creek, Fulton Creek, the South Tulsa Basin, Perryman Ditch, Elm Creek, and Northwest Tulsa Basins behind the Levee District 12 levees. He was the primary point of contact for the FEMA Map Mod and RiskMAP projects. He was responsible for annual updates to the City’s Regulatory Floodplain Atlas and review of all Letters of Map Revision (LOMRs) and Regulatory Floodplain model updates.
Bill is a Past Chair of the Oklahoma Floodplain Manager’s Association (OFMA) and has served as Chair, Vice-Chair, Region Rep for Region 2 and Mapping Committee Chair. He was awarded the OFMA Floodplain Manager of the year award in 2014, the NHMA President’s Award in 2015 and OFMA Public Official of the Year in 2016.
Since retiring from the City on January 1, 2018 he started Robison Consulting Service, Inc. to work as a consultant for floodplain management, hazard mitigation planning, grants and the community rating system.
Bill received a B.S. in Civil Engineering from Oklahoma State University and is a Professional Engineer and Certified Floodplain Manager.
