&lt;p&gt;I have searched through google and online forums for a solution or explanation and have come up with nothing. I have seen people with this error when trying to run executables or other such files requiring a library that is missing (resulting in this error) but that does not seem applicable for an *.ips file. Likewise people have this error when running a 32 bit on a 64 bit computer (and vice versa) but that also is not applicable to our case.&lt;/p&gt;
&lt;p&gt;Relevant information: &lt;br /&gt;&amp;nbsp;- File was created on the same machine that it tried to be run on as well as trying to open on 3 different machines, all using the same windows/image. &lt;br /&gt;&amp;nbsp;- Error has occurred one other time in the past according to user.&amp;nbsp;&lt;br /&gt;&amp;nbsp;- Version of ProjectWise Interplot Organizer Connect Edition - 10.00.01.22&lt;br /&gt;&amp;nbsp;- So far only one user has reported this problem.&lt;br /&gt;&amp;nbsp;- File has this error no matter what directory the file is in&lt;/p&gt;
