Make sure you select appropriate element types as part of the utility filter - line, line string, etc. This might be the step that you are missing?

I would confirm what Jonathan is saying. I always filter on type of entity (line and line string for conduits, cells for nodes) because you can get too much entities from filter that are not appropriate to the type of SUE entity that you want to create…
