raster manager will not show raster file after file is closed

I am using microstation V8 2004 edition (V7 mode) with I/RAS B. I can load a .cit file from the raster manager dialog box and make edits and changes to the .cit file until I close the file. When I reopen the file the .cit file still appears in the file but does not show up in the raster manager dialog box. The file does show up in the I/RAS B layer info dialog box though (Bentley I/RAS B Command Menu->File->Layer Info->All Layers). It is a pain to have to keep detaching and reattaching the file and performing all the work over and over again.

Any ideas how to fix this?
