In the Geometry Horizontal tab > Arcs > Arc From Element > Reverse Spiral Arc From Element (Also available on Arc To Element). The image below is R=150 (A=50) connecting to R=240 (A=80) as you show in your post. (I am using ORD 2020 Release 1)
