    They are used only in the End Area Volumes for Terrain Model Surfaces. They do not affect the Component quantities.

    Correct, all you really need is the Element Templates checked. Then select the xml file even if it is there in the dialog just browse to it again and reselect it. Then click OK. You could possibly try in a blank dgn file. Or send in the XML file.
