ORD Background Map when applying SF and transformation

Hello,

I am a surveyor working in both grid and surface ORD Files. I love the background bing map, and it is coming up perfectly in a grid drawing. When I adjust the coordinate system applying a Helmert Transformation and add a scale factor like 1.00013. the background map stays in grid. Am i missing a way of scaling the background map up with our surface coordinates. See the below photo of a bridge and ROW as a visual.

ORD CE freezes for 3-5 minutes when I place a cell, sometimes crashes. Any suggestions?

Frequently (not every time) when I place a cell, ORD will freeze for 3-5 minutes (or occasionally crash).
It appears to be scanning or updating/copying out my entire cell library each time I place a cell. That's just my current theory. I can't tell for certain.
I've added MS_CELL and MS_CELLLIST to the PW variables to ignore on copy out. No change.

Can't express how much of a time suck this is.
