Designed target safety factor not reached

I am designing a sheet pile wall for excavation with tied-back anchor. After activate the anchor and excavate it to the designed depth, i started the safety phase with 1,6 target FoS. I see it has reached the FoS>1,6 but after all the steps are finished, PLAXIS couldn't return the situation with FoS=1,6. Anyone has similar experiences?
