I searched the code base, and as Brian Flaherty says, currently there are no Cmdlets for creating Work Area Types, AKA "Project Types" in the ProjectWise Administrator client or for creating Work Area Properties, AKA "Properties".

You might consider using the "Archive" Cmdlets available in PWPS_DAB to export your Work Areas, and then to import them to another location. Take a look at the help for these two Cmdlets:
