I don't have OpenRoads sitting in front of me right now...My guess is that they kept text frame type as part of the Dimension Style settings, and just removed it from the tool options.

HI Karon, yes I had the same issue. There is a schema change for update 4. There is a pdf in the organization-civil directory called workspace updates. On the last page of that page 20 it will tell you what you need to do!

With the Change Feature Type command here If you select a feature that is part of a TM it will allow you to change its type, so selecting what should be the boundary and setting it properly did the trick for me.
