Limits of Construction unable to find L chain

Hi all. I am relatively new to using microstation v8i SS2. I understand that it is outdated, but I must use it for this particular project.

I am trying to use the limits of construction tool in order to generate slope stakes. I am able to set everything up on the cross-section, but when I hit the apply button, I get the error "Can't find chain L".

The cross-section and plan file are in separate folders if it matters. Additionally, the plan DGN file has the original L alignment, so being unable to find it makes no sense.

This is very frustrating and I was unable to find any solutions. Any ideas?
