How do I open Descartes within Power Geopak?

I found that the MDL app was already loaded upon setup but I don't see any related toolboxes or Tasks related.

If you do Files > Raster Manager it should bring up the Raster Manager dialog box. You can then do Tools > Raster and select Descartes, Display, Control and Edit, which will place the Descartes Toolboxes on your View Window.
