Descartes Merge vector with white background

We are working in PowerCivil with white background color. When testing Descartes Merge command to create georeferenced rasters, all black (color 0) elements were excluded from the raster. 

Is there a setting somewhere that allows me to create a georeferenced raster with white as background color?

I have found a configuration variable named "_DC_TRANSPARENCY", but I have not found any documentation on that variable.

In the example below, only non-black colors are saved to raster.

    I have duplicated what you are seeing. I opened a DGN file with a black background. I created circles and blocks and made 2 of the circles white and made the other ones to be red and blue. I changed the background from black to white and attached a raster image so the Merge command would work. The white circles changed from white to black when I changed the background color. I used the Merge command with it set to Vector Only and when the raster image was created it did not create the white circles. I will file a defect for the issue.
