One option that you could do is change the element that was white with a black background that shows black when you change the background to white from 0 to 253, which is a black color. Another option would be to set the color mode to monochrome on your output image rather than RGB.

You can create your output file as a GeoTIFF or an Internet TIFF or a TIF image with a sister file and it will save the location where the output image is attached.

Is there any other method I can use today that allows me to export rasters with geocoding? We have access to PowerCivil, Descartes and Map.

I have duplicated what you are seeing. I opened a DGN file with a black background. I created circles and blocks and made 2 of the circles white and made the other ones to be red and blue. I changed the background from black to white and attached a raster image so the Merge command would work. The white circles changed from white to black when I changed the background color. I used the Merge command with it set to Vector Only and when the raster image was created it did not create the white circles. I will file a defect for the issue.

fmcallis, it seems that if I have the background set as white, the elements with color "0" are excluded from the export. This means that inversion is not a solution. Please see the video. Hopefully this makes my issue clearer and that other users can replicate the issue as well.

In the video, I am attaching a raster file just to have access to the merge tool.
