DGNLib not updating

not sure if im missing something obvious here but in testing a DGNLib in Descartes 08.11.09.432 and i see issues with it updating my levels. if i set up a DGNLib and attach it, then i add a level, when i 'Update Levels', my new level doesn't appear??

if i detach DGNlib and Reattach, the new level appears... although this isnt really how it was designed to work. why doesn't my DGNlib update upon request. theres reason i cant detach/reattach.

is there anything i can check or change to get this to work? or am i misunderstanding something?

    In my opinion if you are using Levels > Library > Attach in Level Manager dialog, you are not testing DGNLIB. DGNLIB are design files defined by MS_DGNLIBLIST variable, valid for the whole workspace, and storing configuration of levels, filters, GUI customization, templates, styles etc. The attachement is only about the current file and about levels only.

    I guess, yes. If you use project created by MicroStation, simply place your dgnlib file(s) to <project>\dgnlib folder and start MicroStation. All settings should be applied automatically. If your workspace is configured manually or you are not sure, use key-in expand echo $(MS_DGNLIBLIST) and check Message Center details how MS_DGNLIBLIST variable is defined and where dgnlib files should be placed.
