You have downloaded an old version of the Photo navigation tool. In Bentley Descartes and ContextCapture Editor the Technology Preview of the tool is already enabled and available. It can be accessed via the Reality Mesh manager :
For MicroStation you will need to be given a Token to enable the tool. Please make a service request if you are a MicroStation user requiring the tool to be enabled.
