You even don't need to do full aerotriangulation just set Tie points to Keep when running aerotriangulation after adjusting and it will move the model in couple of minutes.

If you need to read other coordinates then just reference in Microstation/CC Editor as reference file in needed position and read the coordinates in DGN which later will be used in CC.
Other option would be to create user coordinate system with adjusted false easting and northing. You would provide this coordinates system and then rerun production with real coordinate system. Which coordinate system you use?
