It seems like Descartes is not installed probably. Have you tried to reinstall the application you are using?

He's having trouble with MicroStation Connect.  Would it be safe to uninstall and reinstall MicroStation Connect?  I believe Descartes is part of the install of MicroStation, right?

Yes I think the first thing he should try is reinstalling MicroStation Connect, which includes Bentley Descartes (even though using Bentley Descartes requires an extra licence).
