I have 64 gb RAM and the spatial framework shows that the maximum RAM usage for a job 8.4GB but sill some of the tiles failed. it shows: Failed during Photos Pairwise matching. Here is the log:

Can you check the quality of this image to be sure it can be read?

There may be some corruption in the pyramid folder of images. Try deleting the folder images from the block and resubmitting the task (C:\ContextCapture\Project\Project files\Block_2\images\..).

I checked the image you said and tried to delete the folder, but it did not help. Then I deleted the images that CC excluded after AT, they were orange in 3D view and the problem disappeared. In early versions of CC, deleting excluded images was not necessary?

You do not have to delete the excluded images . It's block folder with pyramid images. If you view these images you may find that some are corrupt.
