Do you require a license for CC Viewer

In the past I could download the CC Viewer and install it locally on a number of my clients computers to view 3D models.  Now under Connect services it seems that I have to connect to the hosted server and validate a license to run the viewer.  Is this correct and if so why the change? How can I provide 3mx models to third party clients for viewing.  I realize that I can publish web models but many of my clients do not have reliable internet access

    That's is a good suggestion.  I will suggest that to my clients.  One of the clients is a large government organization and depending on the project they may have 15-20 engineers reviewing the project.  They probably won't be happy to have each person create  a Bentley login (security may not even allow this) to borrow licenses, but I will see.  It's much easier to provide an .exe for the viewer with the production files and they just install on the computers as necessary.
