I have combined drawing (vector with raster) and I was planning to move some vector lines, I picked Element Selection tool (Arrow) and when I selected area to move, I realized entire raster image was shifted on the drawing! How can I switch from raster mode to a vector? Thank you!
Lock the layer your raster image is on or put it in a reference file that has locate turned off are two options.

There is no raster creation mode in Microstation. You can only reference raster images.
That is interesting, but in old version we were able to type drawing name in raster in the corner of drawing, just to make sure we have loaded correct raster revision. Also, I saw Stamp Vector tool to rasterize vector text, but this is not working correctly, for some reason its hanging computer.
That sounds like some sort of add-in or a Bentley vertical like Descartes. What version of Microstation where you using and what is the new version you are using?
Yes, we have to load DCARTES, to be able to manipulate with raster. It is V8i SELECT series 10.
Okay, well you didn't mention that previously. This is a Microstation forum not a Descarte forum so this might not be the best place to ask questions about Descarte functionality.

Descartes is a Bentley product made for manipulating raster images.
