VLP-16 LIDAR with KAARTA integration into Context Capture

My school is undergoing a campus modeling project and we only have a cheap VLP-16 LIDAR puck scanner that we have been able to use and process through KAARTA. Because of the minimalistic setup, there is no GPS on the unit and no geographical reference.

Is it possible to tie such a point loud into a image model in Context Capture. When trying to import the pointcloud the software says there is path metadata, but the files from KAARTA fail to upload and give an error talking abojt missing point normals.
