[Descartes CONNECT update 7] When opening Common Raster Format files in Descartes it is always Read-Only

When opening Common Raster Format files in Descartes it is always Read-Only. I am trying to rasterize a .cit but every time I click on the "Convert Area" tool, I get a message saying "Tool not allowed. File is Read-Only". 

I have tried the following formats: pdf, cit, jpeg, tiff and all say that they are read-only. 

When I open the files in Descartes I do not select the "Open Read-Only" mode. 

I tried the following:

1. Click on Attach Tools
2. Attach Raster Manager
3. Click on the file with the check mark in the Raster Manager
4. Under the image section in the file properties, tried to change the Read-Only from True to false...but it is disabled from changing.

How can I enable the edit mode on files?
