ContextCapture HTML file gets a browsers error of : "Could not find the scene to load" html is OK I can see it on other machines

Could be related to CORS. 

Check in browser debug(F12) network activity and what exactly it is trying to open and why it fails.

Is it local HTML or published on server? You can't open it as local file(File:///) in browser because of CORS restrictions.

I solved. Page 269 of the manual (october 2021 version):

Chrome:
• Close all running Chrome instances first. The important word here is ‘all’. On Windows, you may check for Chrome instances using the Windows Task Manager. Alternatively, if you see a Chrome icon in the system tray, then you may open its context menu and click ‘Exit’. This should close all Chrome instances.
• Start a command prompt / terminal. On Windows, type Command Prompt in the Search box, and then, in the list of results, double-click Command Prompt.
• Find the Chrome executable folder. On Windows, search for the file chrome.exe in a Navigator windows.
• In the command prompt terminal, start the Chrome executable with a command line flag: path_to_chrome/ chrome --allow-file-access-from-files
