We'll fix release-notes in future installers.
User-guide is still valid and Pointools Update 2 focuses on bug-fixes:

- POD created from E57 in Microstation CONNECT fails to display in Pointools
- Possible crash when importing a <4Gb pointcloud
- PointsStream Error -100 converting PTX & PTS
- Possible crash during LAZ import
- Rectangular and polygon selection tools display issue
- Exported Clash results in DXF format cannot be read
- Error with large values georeferenced files when using measurement tool
- Problem importing OBJ and 3DS files

Just installed latest 10.02.00.02 to test and you are right there are no documentation for this version as all docs are from year 2018.
