I merged ground shots with aerial shots of a water tank being constructed, I didn't notice at the time but the inner-lining of the tank is made of nickel, this is why I assume the photogrammetry reconstructed it so poorly. Is there any type of workaround or setting that could have produced the texture? see attached photo
The tank is too thin to be reconstructed such way. You would need to use ultra settings but it is unrealistic.
What you need to do is create to models and then merge them together. Create outside and inside seperately.Alternative option is to model it in 3D as cylinder shelled solid(converted to mesh) and then import as mesh constraint it may help to remove the holes.
