Problem Description

Raster image is attached in a DGN file.  When adding levels in DGN file receive message “Raster Could Not Be Reloaded in Read/Write Mode”.   Raster images no longer displayed in the DGN file.  Can do Undo and then did Redo and levels show up and raster image is attached.

Reason

The "Raster Could Not be Reloaded in Read/Write mode" message means that the raster image was being forced to be read-only.

Steps to Resolve

In Workspace > Preferences >Raster Manager mark Disable Delete Element Tool on Selected Rasters


When adding levels in dgn file, make sure to not lock the level or turn the level off that the raster image is on.
