&lt;h1&gt;Steps to Resolve&lt;/h1&gt;
&lt;div style="margin:0in 0in 0pt;"&gt;&lt;b&gt;&lt;span&gt;Defect # 25139&lt;/span&gt;&lt;/b&gt;&lt;span&gt; has been filed for a way to disable raster when working with MicroStation tools.&lt;/span&gt;&lt;/div&gt;
&lt;div style="margin:0in 0in 0pt;"&gt;&lt;span&gt;&amp;nbsp;&lt;/span&gt;&lt;/div&gt;
&lt;div style="margin:0in 0in 0pt;"&gt;&lt;span&gt;This happens because starting in MicroStation XM, raster images are considered to be elements that can be placed on levels.&amp;nbsp; &lt;/span&gt;&lt;/div&gt;
&lt;div style="margin:0in 0in 0pt;"&gt;&lt;span&gt;&amp;nbsp;&lt;/span&gt;&lt;/div&gt;
&lt;div style="margin:0in 0in 0pt;"&gt;&lt;span&gt;Steps that can be done to avoid raster data manipuation.&lt;/span&gt;&lt;/div&gt;

&lt;div style="margin:0in 0in 0pt;"&gt;&lt;span&gt;&amp;nbsp;&lt;/span&gt;&lt;/div&gt;
&lt;div style="margin:0in 0in 0pt;"&gt;&lt;span&gt;After georeference image is attached double click on the image name in raster manager to bring up the Element Information box for the image.&amp;nbsp; Then in the geometry section set the Geopriority to sister file or raster header (which ever one you are using).&amp;nbsp; Then in Raster Manager turn on the Read-Only toggle for the image.&amp;nbsp; This will not let the image scale or move because it would edit the sister file or header.&amp;nbsp; This doesn&amp;#39;t work if your images aren&amp;#39;t georeferenced unfortunately.&amp;nbsp; If they aren&amp;#39;t georeferenced then you have to make sure the raster isn&amp;#39;t in your selection set before using the tools.&lt;/span&gt;&lt;/div&gt;
