Copying Tag Data

I have a project team that is updating files for a client. Part of the update is replacing an older client border with a new border. The client border includes tag sets and we'd like to be able to extract the data from the previous tag set and populate the tag set in the new border. We are starting with a clean file that contains the border and tag set and referencing the previous file. Any way to make this happen?

I can think of two ways to do this:
1. If the borders aren't that complicated and this is a one-time thing just copy the old borders with the tags into the new file, modify the old border graphics and tag positions to match the new border.

2. Write a VBA macro to copy the tag data.

Yeah, unfortunately there are many files. A single file is easy enough but we're updating literally thousands of files for a client. I'll have to see if I can hack something together.
