Turning Reference File levels ON and OFF and that change not holding

I have DGN files referenced into our sheet files and I am able to turn its levels on and off. I "Save Settings" before I exit. But when I re-enter the sheet file, the levels that are turned on and off have reverted back to what they were previously. Is there a variable or setting that will allow MicroStation to hold those level on/off settings?

I am using MicroStation V8i SS2 (Version 08.11.07.443)

After further testing, the MS_LEVEL_AUTO_SYNC_ATTRIBUTE_LIST variable was the problem. Once I modified it so that it was not using the GLOBAL DISPLAY switch everything seems to be working like we want…

look at the attachment settings for the references and tell me what the "display overrides" option is set to.

are you in a custom workspace ? if yes, then what happens if you use a delivered out of the box workspace does the issue still occur ?
