[MS Ss3] Using -debug Switch Generates MicroStation Has Stopped Working

I have learned that using the -debug switch on a shortcut load the last workspace used. This is actually a PowerInRoads installation, but this is a MicroStation issue.

The workspace I am trying to generate an msdebug.txt file for, appears to load and run without issue. But if I run my shortcut which only adds the -debug to the Target field and which works with every other workspace I have tested so far, opens the command window but is the middle of a CFG file that is loading dgnlib's stops in mid line. After a few seconds, the MicroStation has Stopped Working dialog and after it is dismissed, the Program Notification error dialog box opens with its Abort, Retry and Ignore buttons. No matter which you press, the command window closes and an incomplete msdebug.txt is created.

 When I use the term workspace, it is primarily the set of files loaded when a certain PCF file is loaded with a pretty generic local workspace otherwise. The workspace is a slightly modified version of the AEC Release 6 workspace from the Tri-Services CADD/GIS Technology Center.
