In my .dgnlib I've created a WorkFlow and added several Tabs. In one of the Tabs I added Group, and in that group I added a Button. I then deleted the Group and placed a new Group with a different name. After "Applying" the updates and Reloading the ribbon, when I now pick my WorkFlow, I see BOTH the Group I deleted and the one I added:
I deleted the one titled "Line, Text1, Dimensions", yet it still appears.
so where is it coming from? I have even exited CONNECT and restarted it. Is this a bug? How do I remove the one I don't want?

Not sure if this a bug or not. The source of the ribbon content is shown in the 'Source' field, which file contains the unwanted content in your case?
Ribbon customizations will be saved in personal.dgnlib unless you are using the Customize Ribbon dialog in a DGNLIB that is included by the MS_GUIDGNLIBLIST variable, e.g.:
"C:\ProgramData\Bentley\MicroStation CONNECT Edition\Configuration\Organization\Dgnlib\Gui\MT_UI.dgnlib"
The entries that you do not want may be in the personal.dgnlib, try opening that file and deleting them from there.
