That could mean a lot of things...Where did this file come from? Have you ever been able to open it? can anyone else open it on a different machine? Can you open other files? Are you running any additional software (Projectwise, InRoads, etc.)? What version of MicroStation are you running?

It appears from the screen capture that you are using MicroStation V8 2004 Edition. This is old software that is not certified or supported on current versions of Windows. The error message, as MaryB has suggested, could be displaying due to any number of things. What is the format of the file? Is it a more recent version of this file format? ie. DWG 2017
One suggestion would be to upgrade to a more current, supported version of MicroStation CONNECT Edition.

I'm sorry, there is no file attached.
One thing you could try - create a blank DGN file. Attach the bad file as a reference file. Select everything and copy it into your good, new file. Detach the old, bad file. Sometimes doing that will get rid of whatever bad information was blocking the bad file. It doesn't work every time, butit's worth a try.
Sorry, I can't open or reference your file (to follow Mary's excellent suggestion).
